This PR updates the lobby settings of OSTW to include two new settings:
"Random Hero Role Limit Per Team", which limits the number of heroes in a role per team that can be selected by "Respawn As Random Hero", and
"Tank Role Passive Health Bonus", which controls under what circumstances tanks will be granted a bonus to their base health
