Update Launchpad.java #15

The limitation of these values make larger hubs have issues with the launch pads. For example, a larger hub may not be able to launch their players close to a portal rendering the launch pads useless.

Last time I checked, 4.0 was the maximum and any higher would fire an error.

I see. Well never mind then! Can't mess with the limitations of an API
