Players can extinguish fire on lobby #98

There is no option in config to disable extinguishing blocks with fire by players. Nice to see this because people use DeluxeHub instead of WorldGuard. I am creating ,,issue" because i think DeluxeHub has the mission to work like protection plugin too.
