Accept absolute time STRDS #3

The swmm model is accepting only absolute date/time. t.sim.flood must provide that option to facilitate coupling.

commit 08e46dd changed inputs to absolute time. Now need to work on STRDS time type

Should be solved since at least 46e57a6. Not tested yet, though.

Done and tested in bd0f04e
