Accept initial water soil content as a parameter #96

Currently the initial water soil content is set to zero at the beginning of the simulation. This is not realistic, and initial soil moisture is critical in flood simulation.

Done in 6ff89f0b8. Need to update ConfigReader to allow the option in the input file.
