add WaterdogPE support #30

Please can you support WaterdogPE as a new platform as WaterdogPE currently does not have a proper ranking system

You have to write a plugin for WaterdogPE that read the permissions form the database and ranks.yml and then gives it to the players. So this plugin can't do that or use stargate-api and implement own packet for this.
