Added unified config #16

Breaking change: After the update existent session file(if any) should be renamed into cctv.session or a new login session will be initiated.

All config parameters are stored in the single config file.

[x] During the start bot creates config.yaml with desired parameters and defaults
[x] Added system_version parameters to clearly indicate session in TG client
[x] Config file is excluded in .gitignore
