Various site updates impacting issues 11,12,14. Includes high volume simple changes #34

This doesn't close the issue (11) but gets a placeholder there and verifies how to do it.

Issue #11 , #12, #14 all impacted.

11 seems done for now (till we get an authorixzation)

12 took a pass here and on next PR also

14 Started here, rest is on next PR

May be an operator error or an issue with me not having write permission on the repo, but I don't seem to be able to tie the PR to issue #11

Hmmm... still "gitting" used to github. Apparently when I do a PR from my fork, the content of the PR is the branch that I pushed, not the commit that I pushed.

So I think this PR makes sense, but I intended to generate two. One with the favicon, and one with the monstrous delete operation.

So, I'll use different branches next time. However, the comment for this PR should be something like:

  1. Put in a PLACEHOLDER favicon.
  2. Delete the junk from the old images folder (I included this to get images in general)
  3. Delete the old admin folder (seemed to be some old user management stuff)
  4. Delete the old meetings folder (this came forward because there were aspx files with all the ancient meeting notes)

I probably need to add back some image still in a subsequent commit. I guess if I do I will slip them into this commit :)

Didn't link, #14 resolved with this branch

Last few commits should resolve #12. I will quit touching this branch...
