Changed bold text to h2 headers

Bolded text in its own line seems to map well to a 2nd level header. So I made the change.

• Search: ^\*\*(.*)?\*\*$
• Replace ## $1

I think this and related changes are fine. It does cross over into fixing what was there before, and not translating the site. We could do a very very deep dive on fixing, but I thought we would put most of it into next phase.

The thing is, I suspect a lot of the bulk we are beautifying needs to be rewritten anyway. So I intentionally didn't fix stuff like this.

But doing the broad search replace DOESmake sense.
