This creates a separate About and 'About the IVI Foundation'. That latter has all of the organizational information and the former has architecture and technical information.
Also adds SCPI and VXIplug&play pages in the About section as part of the technical information.
Updated the prose on the SCPI page a little since what was there was pretty nonsensical.
Did NOT align the file system with the organization. Adding that as a separate Issue to ensure alignment before mucking around at that level and taking on all of that detail.
This heavily addresses #59 and #69, but the associated prose changes and removal of content in another PR.
