[FEATURE] Add account selection feature in budget option similar to category selection

What do you want to be added or improved?

I would like to request the addition of an account selection feature within the budget section, similar to how categories can be selected.

Why do you need it?

• This feature would allow users to allocate or filter budgets based on specific accounts.

How do you imagine it?

Add an additional row for account selection in the budget creation screen, similar to the category list. Users will be able to select their desired account/accounts and categorie/categories when setting up a budget
