Problem with some mods

Description

The server does not load using some mods, for example SecurityCraft, blue_skies, botarium, the error log says: java.lang.module.ResolutionException: Module securitycraft reads more than one module named org.yaml.snakeyaml

Same error happens with the other two mods mentioned.

It does not happen with only Forge, and i have to mention that i have no plugins installed.

Step to reproduce

Install the mods mentioned and start the server using 1.19.2 arclight 1.0.2

sadly this issue has been around since arc1.19.2 I dont think itll ever get fixed
