Start new general vote

Description

As a Programmer I want to have a function to create a new general vote so that all other vote create functions can use this standard function

Acceptance Criteria

• [x] Function creates new vote with given list of options
• [x] Function sends embed with vote info to channel
• [x] Stores the vote under the message id in a data structure
• [x] Displays unique random emoji per option
