Provide a way to have PR skip the change log (a dedicated label ?) #350

There are some internal changes that don't have a place in the change log, but that may still warrant a PR.

Things like GH action tweaks, for example.

In this case just delete the changelog section from the PR description prior to merge and no appends will occur.
