Permissions - if license does not have a canonical, persistent, published URI cannot deposit to CrossRef #111

Related to closed issue #8.

We decided against the idea of creating a URI for 'All Rights Reserved'.

This has come up as an issue for me when depositing license information to CrossRef. Recently their Schema was changed so any licensing information supplied has to be a valid url. ai:program ai:license_ref

For eLife, we have a number of articles with subDOIs, and fragments of these items with a subDOI are not licensed under CC-BY. We have to register the DOI with CrossRef, but likewise it's important that the different licence situation is made clear. However, we don't have a url for all rights reserved content.

One option for us is to create a url for this non-CC-BY content. I know this is not a JATS4R issue per se, but if multiple publishers do create their own pages like this, it makes it harder from a reuse point of view? So if there was a generic industry-wide uri/url indicating this it would be useful?
