HEV Suit voice not present #10

Describe the bug Since(?) the move to base the game on HL2DM, the HEV suit voice has remained silent, save for common\warning.wav being played on low health/ammo. This affects both SP and MP.

To Reproduce Steps to reproduce the behavior:

  1. Create a new game, SP or MP.
  2. Take damage.
  3. No announcements

Expected behavior The HEV is supposed to report the consequence of your actions (taking damage, no ammo, that stuff)

This will be fixed in the next release for SP.
Deciding if it should work in MP will probably take longer since I think currently it would probably play for everybody the way the channels are set up.
