Currently the lowest acceptable value is -1 (the Very High texture quality setting in advanced video settings) but it could be lower! Team Fortress 2 currently supports mat_picmip values as low as -10, and this isn't necessarily a new thing.
Prior to the mac update, TF2 already supported mat_picmip values like -10, but this had to be changed due to issues with TF2's macOS release, which seemingly had quite the history with texture-memory related issues.

Lower the minimum possible value for mat_picmip back to -10 š Yay! :D
I don't believe this would be an issue for JBMod at all, as I don't think it even has a macOS release?
Describe alternatives you've considered
Not the biggest issue in the world, focus on more important JBMod-related changes/fixes first.

uhm idk i just noticed that the minimum value was -1 in jbmod so i thought it might be cool to have it changes i guess
