Civil Protection playermodel doesn't have any animations

Describe the bug The Civil Protection playermodel, available from the playermodel selector, does not have any animations, and instead T-poses.

To Reproduce Steps to reproduce the behavior:

1. Go to Options in the menu.
2. Select the "Multiplayer" tab.
3. Select the "police" model in the Player selector dropdown list.
4. Enter thirdperson mode, and be greeted by a T-posing avatar.

Expected behavior The Civil Protection player model to have the same animations present with every other playermodel.
