Feature: Make download scripts more generic #2

I'd like to add flags to the download scripts to allow for more url and cookie file options. Ideally it'll look something like:

rm-sync-pdf -u "URL" -c "COOKIES"

Potentially some other options that would help make the url more generic for daily pulling

Need to update documentation, but it works as expected.
