Need to force to upper case, and and strip off any 0x values or reject non hex values

Formalize serial-number input methods.

INPUT: snos-from-jerry.xlsx: Currently have getser project that extracts data from snos-from-jerry.xlsx and puts it in csv and json files. json files can then be PUT to purify API using $(ggdir prc)/put-serial-blocks.py

  1. improve getser to identify and report collisions and do not allow them into the csv, or json output but log
  2. delete serial-number data update primary key and re-import without collisions
  3. send email to dean asking to resolve the collisons
