Potentially add Bud as the new build system #2

This PR tracks the progress and testing of implementing Bud as the new build system.

Bud would bring a good ecosystem of extensions and a simple configuration to our build system. This would make the build system more flexible than the current mostly manually configured build system.

However, some testing and evaluation is required, as it might introduce more hurdles or configuration. It also means that we would be dependent on some more external dependencies.

Discussions and thoughts are highly welcome before we move to potentially merge this.
