Update conf.py to allow for the docstrings properly

as the title says. I am on the struggle bus and unable to test locally, but for all I can tell based on Googling, this should be what we want to include regardless.

This works, it doesn't fix the example formatting but it displays parameters and return values better. To fix the examples, a code snippet needs to follow a double colon and a blank line and then the code snippet needs to be indented underneath it
