Description

The AMSUA data in the NCEP BUFR dump files should be decoded twice using two different yamls to match convention. The first will split out NOAA-15 (and NOAA-16 for the short period it was active) and the second NOAA-17, -18, -19 and MetOp-A, -B and -C
