Example YAMLs for the [3D]-RTMA ADPSFC Data

Description

The purpose of this issue is to:

Write example YAMLs that can convert the [3D] RTMA ADPSFC BUFR files, using mnemonics determined in https://github.com/JCSDA-internal/ioda-converters/issues/1314 for the following subsets:

NC000000 -- MTYP 000-000 SYNOPTIC-LAND, RESTRICTED (WMO RES 40) NC000001 -- MTYP 000-001 SYNOPTIC - FIXED LAND NC000002 -- MTYP 000-002 SYNOPTIC - MOBIL LAND NC000007 -- MTYP 000-007 AVIATION - METAR / SPECI NC000010 -- MTYP 000-010 PRODUCTS (SHEF) NOT IN ANY OTHER TANK NC000011 -- MTYP 000-011 AFOS PRODUCTS (PRECIP) (SHEF) NC000020 -- MTYP 000-020 WIND ENERGY NACELLE, RESTRICTED NC000100 -- MTYP 000-100 SYNOPTIC - FIXED LAND (BUFR) (WMO RES 40) NC000101 -- MTYP 000-101 SYNOPTIC - FIXED LAND (BUFR) NC000102 -- MTYP 000-102 SYNOPTIC - MOBIL LAND (BUFR)

• Use these YAMLs to convert into an IODA-formatted netCDF file
• Add outputs to the ioda-converter testoutput directory
• Add tests to the CMakeLists.txt files
• Have the tests pass

Requirements

• All important mnemonics need to be known. #1314 need to be finished

Acceptance Criteria (Definition of Done)

• It will be finished when all files have been checked and tests have passed.
