The cmake for this repo is a mess.
1) there are packages that are assumed load since spack-stack loads them. If someone builds outside spack-stack, the ctests will fail if not the make stage. For example, py-pandas.
2) There are tests that run even though they should be disabled by the lack of package (for example, bufr).
