remove proxy value for bending angle error in eccodes converter #1446

Description

in the hcanges for:

https://github.com/JCSDA-internal/ioda-converters/pull/1430/files

a proxy value for bending angle error was added as a safety incase it was always read in, but this is not the case and can be removed.

What does it mean for this to be finished?
