Description

the addition of the aircraft bias correction ctests may need additional data this is the branch and PR that will host them if necessary

this PR may depend on this ufo-data branch: https://github.com/JCSDA-internal/ufo/pull/3031

going to merge this into a branch for bias coeff I/O we need to update the: ioda/share/test/testinput/validation/ObsSpace.yaml and add the new groups for bias coefficients so the validation test passes: ufo_data_validate_aircraft_bias_20230913T00Z.nc4

or whatever aircraft bias file we end up using
