Description

add a coefficient file for ctests using new varBC I/O

companion to the ctests added in https://github.com/JCSDA-internal/ufo/pull/3038

@BenjaminRuston It might be expected but this is failing ctests...

The following tests FAILED:

@BenjaminRuston @PatNichols I believe this one actually contains a real test file for aircraft BC. It is ok to be closed for now. But it should be reopen once we resume the aircraft BC work. For current VarBC-sprint branch and develop, we don't have a real aircraft BC file. @CoryMartin-NOAA, please correct me if I am wrong here.
