Description

The iasi sensorCentralWavenumber needs to be pulled in from a file. This file should supply both the channel and the associated wavenumber. It will also be used for the ufo ctest

@smaticka close for now as we re-investigate the best approach to use EMC IASI and derive the brightness temperature
