AMPR Coefficient #2

A preliminary set of coefficients for AMPR was created, and exists in the feature/btj_cosmir-h branch. also available at: https://bin.ssec.wisc.edu/pub/s4/CRTM/ampr_air_06242024.tgz

Used the 5/6 polarization mode to better simulate the V/H polarization across the swath.

Testing results will be provided below.
