For getting started on some GPU work, JCSDA needs a minimal environment to compile and run mpas-jedi with the Nvidia compilers

Pick a system with a recent Nvidia HPC SDK (or install it on a machine) and build everything that is needed to compile and run mpas-jedi. This may evolve into a new environment template specific for this application.
