The loss of the ubuntu ci runner on June 12 highlighted flaws in the current CI scripts. For example, these scripts assumed that at least one package had already been added to the binary cache - which is not the case when someone provisions an instance from scratch and uses the CI runs to create the first spack-stack installation.

Improve the CI scripts so that they are more resilient to being run on a newly provisioned system.
