Install spack-stack on CSPs with Rocky8. #1203

On NOAA-Cloud CSPs, CentOS will no longer available after 1/1/25. Rocky8 will be used. Therefore, please install spack-stack with Rocky8 on CSPs.

CentOS 7 reached End of Life (EOL) on June 30, 2024.

You can continue to use the CentOS from the PW until 12/31/2024. On-prem HPC systems already use Rocky8 OS, so we recommend the users to switch to the Rocky8, available from the PW configuration page by clicking the “Load from the Market” button.

Spack-stack-1.6.0 has been installed (or test-installed) on Rocky 8 systems on all the NOAA CSPs. Planning to make a PR into the release/1.6.0 branch - if it makes sense.
