Add crtm(-fix) 2.4.0.1 (v2.4.0_emc.3)

Description

This PR adds version 2.4.0.1 to crtm & crtm-fix. The crtm version is based on the v2.4.0_emc.3 tag. The crtm recipe includes a patch for the issue described in https://github.com/JCSDA/crtm/issues/45.

Yeah let's go for it. I just tested with a ufs-weather-model RT on Hera, so I think we're good to go.
