This PR cherry-picks commit 400dd40492f6a496e67331e9a97962572aed27de from main Spack, which adds sigio 2.3.3. Needed for https://github.com/ufs-community/UFS_UTILS/issues/879

After the current CI tests finished, can you manually rerun the ubuntu 3.10 tests from the github actions/workflow page, please (or have me do it)? They should pass. The ubuntu 3.6 and 3.12 workflows are broken - we need an update from spack develop to fix those (coming soon).
