Description

All in the title. The awscli module is needed to download the UFS test data for fv3-jedi from an S3 bucket.

Issue(s) addressed

This PR together with https://github.com/JCSDA-internal/fv3-jedi/pull/1132 fixes the failing ctests for UFS_APP=ATM on macOS.
