user pref: limit on charge #17

Also, currently there is no limit on charge value. I can do a charge +102 on carbon. This should be not allowed.

OTOH, MSketch allows it too (>+100), so why shouldn't we?

  1. the + limit should equal the number of electrons in the natural neutral state
  2. the + limit for molecules should be the sum of all #1
  3. the neg. limit should be 8
