Organizing repo / separating internal utils #119

@adpartin @wilke @jonesse3 This started because I want to document utils and it's a mix of internal improvelib utils and external facing utils and I want to separate them, but there's some other organization things I would like to fix in the repo and I think you guys mentioned there was stuff that bothered you too. Can the four of us discuss after tomorrow's meeting and then Sara and I can fix things?

I addressed this in branch improvelib_utils. I'll submit PR when we finish our CSA experiments, so not to break things.
