FastRT INT8 model convert from weight to trt engine fails #592

Here is the error message [E] [TRT] 2: [reformatRunner.cpp::nvinfer1::rt::cuda::ReformatRunner::onShapeChangeNONCONST::104] Error Code 2: Internal Error (Assertion mCombinedScalesSize >= channelDst failed.)

Environments: Windows 10 CUDA 11.1 TensorRT 8.0.1.6 Jetson Xavier 4.6 CUDA 10.2 TensorRT 8.0.1.6
