Adds Copper Anvil Tag #10

Adds item and block tags for all the copper anvils and updates the item tag for anvils.

I'm not sure if I need to add any other changes for this to work 🤷🤣

in minecraft/tags/items/anvil.json you can just put #everythingcopper:copper_anvils instead of duplicating the list

but why make a copper_anvils tag? it's not used for anything
