This packages up the STAT code, taking advantage of poetry to do the hard work for us. The package will be known as jetscape_stat going forward (we can vote on a different name, but this will serve as a place holder).
I'm not trying to push this before the school - the changes have just been sitting around and creating a PR seemed like the better thing to do.
NOTE: It requires an organizational change: src -> jetscape_stat. I made no changes to the code there, other than updating the package name.
