Remove the < > from the key file name.

Your command will look something like this

openssl aes-128-cbc -d -kfile "JCO4032.key" -in "RSTXXXXXXX_JCXXXXX.enc" -out "RSTXXXXXXX_JCXXXXX.txt"
RSTXXXXXXX_JCXXXXX.txt
