Make logging directory configurable #44

Allow users to set the logging directory in the general section of the configuration file.

It turns out that this is going to be a lot easier to do as an argument to the cassandra_main.py program. As an added bonus, if you're running a Slurm job array, it's a lot easier to pick up your array-id and put it into a command line argument than it is to try to arrange for it to go into the configuration file.
