Non-CO2 Controls #153

We've added a few paragraphs explaining the emission control drop folder method including pointing users to the README's with instructions on how to implement emission controls through CSVs. (from GCAM CMP 336)

Hi @enlochner! Two minor comments. 1) In this sentence: "Retrofits are implemented as a linear-control object such that the emissions factor linearly declines from its value in specified starting year to the specified end point" I'd say "Retrofits are implemented as a linear-control object such that the emissions factor linearly declines from its value in a specified start year to a specified end year" since this is the terminology used in the data system / columns names, unless the "end point" can either be a specific year or value? 2) You say "Two options are available" and then list one in a successive paragraph. This is small, but it might be more clear to keep them in one paragraph and say, "The first, and main, option is... The second option is specifying retrofits ((this is only applicable to technologies with a lifetime > 1 period)..."
