Acs cotton price fix #1193

This changes the following files: [1] "L1321.ag_prP_R_C_75USDkg"
[3] "L202.ag_consP_R_C_75USDkg" "L2052.AgCost_ag_irr_mgmt"
[5] "L2062.AgCost_ag_irr_mgmt_adj" "L2072.AgNonEnergyCost_IrrWaterWdraw" [7] "L221.StubTechFractProd_en" "L2261.StubTechFractProd_bio_USA"

Primarily this just leads to different (now correct) costs for FiberCrops and a few others. "L2072.AgNonEnergyCost_IrrWaterWdraw" has fewer rows, since the adjusted non-land variable cost for agricultural technologies in "L2062.AgCost_ag_irr_mgmt_adj" switches from negative to positive

Note that some non-FiberCrop prices change because the changes to cotton affect the "regional price multipliers" on line 225 of module_aglu_LB1321.regional_ag_prices
