Adding Travis-CI Windows, Mac, Linux build tests #17

This is a supplement to PR #14 that supports:

add test suite and data
add tests for querymi.py to test connection and land allocation query results against a comp dataset
add travis-ci testing for Windows, Mac, and Linux builds
minor cleanup

@pralitp That was my was my thought too. I was just getting these tests on so I could test your recent changes in a Windows environment moving forward.
