Hector vignette for installing Rtools #707

@kdorheim Ben and I were talking about the process of getting Rtools working for Windows to build Hector. Would it be helpful/useful to have Hector vignette for the installation process?

Sure! At a minimum, we should provide a link to @jk-brown video! Include a timestamp where the installation instructions for Rtools begin. Also, @jk-brown did you mention that Rtools will not be needed with future versions of R?
