Build r package #19

Adding tests for comparing LDS outputs to raster file outputs at the region and basin levels. Specifically added test_compare_raster_w_outputs function. Also added requisite data files (zipped large files) for the tests.

@kanishkan91 As a note, we will NOT be pulling this to the master, instead we will pull it to the v4 branch when it is ready.
