Metarepository and parameter updates #59

This PR accomplishes three main things:

  1. Restructures the repository in accordance with JGCRI's metarepository template. There is still some work to be done here, hence the draft PR
  2. Updating parameter values to be better aligned with the calibrated version of Hector v3 in an attempt to raise the CO2 concentration output.
  3. Restructures Rmd scripts to alleviate the memory issue (works for 10,000 runs)

@bpbond Not sure if you want to take a look before I merge? Latest commits are cleaning up/tweaking code, no major changes.
