[SUGGESTION] Theme selection for individual cities #406

Thank you very much for your work. I want to suggest about city themes. Currently, it may be thought that applying Newgrf of various buildings harms the aesthetics by mixing the applied grf-themed buildings. Therefore, I thought it would be good to have a function that can be applied by selecting a building grf for each city, so I made this proposal. For example, it would be nice to create a window where you can choose a theme from the city tab, and make a list so that you can choose one or more themes from here. From this list, it would be good to select not only the basic theme of the opengfx, but also several buildings that can be received as online content.

This would be great for maps where you roleplay different countries, e.g. North Korea and Japan, with their respective house GRFs giving each part of a map a very different feel
